A New Vision for Federal Elections

Federal elections determine the leaders who shape the nation's laws, economy, healthcare, education, foreign policy, and countless other aspects of American life. Because these elections have such a significant impact, many Americans continue to ask whether the current political system can be improved to better serve voters and strengthen public confidence in government. This campaign supports three reforms that we believe can help modernize federal elections: publicly funded federal campaigns, congressional term limits, and a ban on congressional stock trading.

These three reforms are designed to address different parts of the federal political system. Publicly funded campaigns seek to reduce candidates' dependence on private fundraising, congressional term limits encourage regular leadership renewal and greater accountability, and banning congressional stock trading aims to reduce conflicts of interest while strengthening public trust in elected officials. Together, these proposals represent a vision for a more transparent, accountable, and publicly focused system of federal elections.

Our goal is to build a nationwide movement around these reforms by bringing together citizens, volunteers, professionals, and community leaders who believe the federal election system can be improved. Through public education, community organizing, media outreach, and civic participation, we hope to build broad public support for meaningful federal election reform across the United States.

Why Federal Election Reform Matters

The rules that govern federal elections influence far more than campaign season—they help shape how elected officials interact with the public, how candidates compete for office, and how citizens participate in democracy. As society changes, many Americans believe these rules should continue evolving to reflect new challenges, new technologies, and changing public expectations. Federal election reform is ultimately about examining how democratic institutions can continue earning and maintaining the public's trust.

This campaign focuses on practical reforms that address campaign financing, congressional accountability, and government ethics. While people may disagree about the best solutions, these topics have become an important part of the national conversation because they affect the way government operates regardless of which political party is in power. Our objective is to encourage thoughtful discussion while building public support for reforms that place transparency, accountability, and public service at the center of federal elections.

By bringing people together around shared goals, this campaign also explores a new way of organizing public movements. Dream Cloud provides a platform where supporters can learn, contribute ideas, volunteer, support outreach efforts, and help grow a nationwide campaign that transforms public interest into coordinated civic action.

What Are Publicly Funded Federal Campaigns?

Publicly funded federal campaigns are an alternative approach to financing elections in which qualified candidates receive financial support from public funds rather than relying primarily on private fundraising. The goal is to ensure that candidates have the resources needed to communicate with voters while reducing the amount of time spent raising campaign contributions. Depending on how a program is designed, candidates may receive public funding in exchange for meeting eligibility requirements, accepting spending limits, or agreeing to other campaign finance rules established by law.

Public financing can be implemented in several different ways. Some systems match small-dollar donations with public funds to encourage grassroots participation, while others provide qualifying candidates with grants or other forms of financial support. Each model is designed differently, but they all share a common objective: making it possible for candidates to run competitive campaigns while relying less on private fundraising. Later in this campaign, we explore several of these models and examine how they could potentially be adapted for federal elections in the United States.

Problems with the Current Campaign Finance System

Running for federal office has become increasingly expensive, requiring candidates to raise substantial amounts of money simply to remain competitive. Campaigns rely on advertising, travel, staff, voter outreach, digital communications, and countless other expenses throughout an election cycle. As campaign costs have continued to rise, fundraising has become one of the most time-consuming responsibilities of many candidates seeking federal office.

Supporters of campaign finance reform argue that this fundraising model can shift significant time and attention away from meeting with voters, discussing policy, and governing effectively. They also believe that heavy reliance on private fundraising may create the perception that individuals and organizations with greater financial resources have more opportunities to influence the political process than ordinary citizens. These concerns have led many people to explore alternative approaches that could reduce the role of fundraising in federal elections while preserving competitive democratic elections.

How we can solve these problems

Supporters of publicly funded federal campaigns believe that providing qualified candidates with public campaign funding could create a more accessible and competitive election system. Rather than spending large portions of an election cycle raising private contributions, candidates could devote more time to meeting voters, participating in public debates, developing policy proposals, and engaging directly with the communities they hope to represent. Public financing also has the potential to lower financial barriers for candidates who may not have access to large fundraising networks.

This campaign supports exploring a modern public financing system that encourages broad public participation while maintaining transparency, accountability, and responsible oversight of taxpayer funds. Although different models offer different advantages and challenges, the central objective remains the same: creating a campaign finance system that allows candidates to compete for federal office based more on the strength of their ideas and public support than on their ability to raise private campaign contributions.

info-graphic stating federal term limits none average age of congress 59 house incumbent reelection rate 95% some members have served 40+ years
Congressional term limits promote faster reforms in the Federal Government

What Are Congressional Term Limits?

Congressional term limits would establish a maximum number of terms that members of Congress could serve before leaving office. While the President of the United States is limited to two terms under the Constitution, members of the House of Representatives and the Senate currently have no federal term limits and may continue serving as long as they are reelected by their constituents. As a result, some members of Congress have remained in office for several decades.

Various proposals have been introduced over the years that would limit the number of terms members of Congress may serve, although they differ in length and structure. Some proposals establish separate limits for the House and Senate, while others focus on total years of service. Although no federal term limits currently exist for Congress, the idea continues to receive attention as part of broader discussions about election reform and government accountability.

Problems with Long-Term Incumbency

Supporters of congressional term limits argue that long periods in office can provide significant advantages to incumbents, making it more difficult for new candidates to compete. Over time, elected officials often develop greater name recognition, fundraising networks, political influence, and institutional power, which can make reelection easier and reduce electoral competition. Critics of the current system believe this may discourage new leadership and reduce opportunities for fresh ideas to emerge.

Many advocates also believe that regular leadership renewal can strengthen representative government by encouraging new perspectives and ensuring that Congress continues to reflect the changing priorities of the American public. While experience and institutional knowledge remain valuable, supporters of term limits argue that periodic turnover can help maintain accountability and encourage a more dynamic legislative process.

How We Can Solve These Problems

This campaign supports establishing congressional term limits as a way to encourage regular leadership renewal while preserving competitive federal elections. By setting reasonable limits on the amount of time members may serve in Congress, supporters believe more citizens would have meaningful opportunities to seek public office and bring new ideas and experiences to the legislative process.

Term limits are not intended to prevent experienced individuals from serving the public, but rather to create a healthier balance between experience and renewal. Combined with publicly funded federal campaigns and stronger ethics reforms, congressional term limits represent one part of a broader effort to modernize the federal election system and strengthen public confidence in representative government.

Stock trading by members of Congress presents a conflict of interest

What Is Congressional Stock Trading?

Members of Congress are currently permitted to own stocks, mutual funds, exchange-traded funds (ETFs), and other financial investments while serving in office. Under existing federal law, members must disclose many of their financial holdings and report certain securities transactions through the Stop Trading on Congressional Knowledge Act, commonly known as the STOCK Act. These disclosure requirements are intended to improve transparency by allowing the public to review many financial transactions made by elected officials.

Although disclosure requirements are already in place, members of Congress continue to participate in individual stock trading while voting on legislation that can affect industries, financial markets, and publicly traded companies. This has led to an ongoing national debate about whether additional restrictions should apply to members of Congress while they serve in public office.

Problems with Congressional Stock Trading

Supporters of reform argue that allowing members of Congress to actively trade individual stocks can create actual or perceived conflicts of interest. Even when no laws are broken, the appearance that elected officials may personally benefit from legislative decisions has the potential to reduce public confidence in government. Many Americans believe public officials should be held to a high ethical standard and avoid financial activities that could create questions about impartiality.

Public trust is one of the most important foundations of representative government. When voters believe elected officials are acting primarily in the public interest, confidence in democratic institutions can grow. Conversely, concerns about financial conflicts—whether real or perceived—can contribute to skepticism about government decision-making and reduce confidence in the political process.

How We Can Solve These Problems

This campaign supports prohibiting members of Congress from actively trading individual stocks while serving in office. Under this approach, members could continue investing through diversified vehicles such as broad mutual funds, index funds, retirement accounts, or qualified blind trusts that reduce the potential for conflicts between personal financial interests and official responsibilities.

The goal of this proposal is not to prevent members of Congress from saving or investing for their future, but to strengthen public confidence in the integrity of federal government. Alongside publicly funded federal campaigns and congressional term limits, a ban on congressional stock trading represents another step toward improving transparency, accountability, and public trust in the institutions that serve the American people.

Campaign Roadmap

Creating meaningful reform requires more than a good idea—it requires a well-organized movement capable of educating the public, building broad support, and encouraging civic participation across the country. This campaign follows a long-term strategy that combines public education, community organizing, media outreach, volunteer leadership, and grassroots engagement to grow support for federal election reform over time.

The campaign will progress through several stages as new supporters join and additional resources become available. Early efforts will focus on building a strong foundation through educational content, signature gathering, and volunteer recruitment. As the movement grows, Dream Cloud will begin opening leadership roles, expanding media outreach, organizing local communities, and coordinating larger public awareness campaigns. Each stage builds upon the previous one, allowing the campaign to grow in a structured and transparent way while giving supporters many different opportunities to contribute.

Whether someone chooses to sign the campaign, volunteer their time, apply for a leadership role, contribute professional skills, or support public outreach through donations, every participant plays an important role in helping move the campaign forward. The roadmap below outlines how we plan to build this movement step by step as we work toward meaningful federal election reform.

Launching the campaign to build public awareness

Stage 1 — Launching the Campaign

The first stage of this campaign is focused on introducing the movement to the public and building a strong foundation for long-term growth. Our initial efforts will concentrate on publishing educational content, promoting the campaign organically across social media, reaching out to organizations that support election reform, and encouraging people from across the country to learn more about our proposals. Every new supporter helps expand the campaign's reach and increases public awareness of federal election reform.

During this stage, we will also begin building the Dream Cloud community around this campaign. As more people join, the platform will become a place where supporters can follow campaign updates, discuss ideas, share content, and help shape the movement. Establishing a strong community from the beginning creates the foundation needed for larger media campaigns, volunteer programs, and public events in later stages.

How You Can Get Involved

One of the most valuable ways to support the campaign is by helping us introduce it to new people. Create a Dream Cloud account, sign the campaign to show your support, and share it with your friends, family, coworkers, and local community. Every conversation, social media post, and new supporter helps expand the movement and encourages more people to participate.

If you believe in the campaign's goals, consider following our social media channels, sharing campaign content, and inviting organizations, community groups, and public figures to learn more about the movement. Voluntary contributions can also help us produce educational content and expand outreach, allowing the campaign to reach more Americans as we continue building support for federal election reform.

Stage 2 — Building the Core Team

As the campaign continues to grow, the next stage focuses on assembling the core team that will help lead the movement. Dream Cloud will begin opening applications for a variety of campaign roles, including writers, researchers, graphic designers, video editors, social media managers, outreach coordinators, event planners, organizers, and other leadership positions. During this stage, we will also begin developing our paid media strategy, planning educational content, organizing public events, and preparing for a future nationwide tour to introduce the campaign to communities across the United States.

An important objective of this stage is establishing a sustainable operating budget for the campaign's core team. As public support and funding increase, our goal is to provide financial support for key contributors whose work helps expand the movement and coordinate its day-to-day operations. Building a dedicated team allows the campaign to grow in a structured, professional, and transparent way while creating opportunities for people to contribute their skills as the movement continues to expand.

How You Can Get Involved

As new opportunities become available, supporters will be able to apply for campaign roles directly through Dream Cloud. Whether your background is in communications, marketing, design, filmmaking, software development, fundraising, event planning, research, or community organizing, there will be opportunities to contribute your experience and help shape the future of the campaign.

You can also support this stage by helping us recruit talented individuals who share the campaign's vision. Introducing Dream Cloud to professionals, community leaders, content creators, and organizations can help strengthen the team as it grows. Financial contributions during this stage will help build the campaign's operating budget, support future team members, and prepare for larger media initiatives and nationwide outreach in the next phase.

Stage 3 — Executing the Strategy

With a growing community, an established core team, and the resources needed to expand our outreach, the third stage focuses on putting the campaign strategy into action. During this phase, we will begin launching paid advertising campaigns across digital platforms, publishing professional media content, scheduling public events, announcing campaign dates, and organizing rallies and community gatherings throughout the country. We will also begin reaching out to journalists, podcasts, content creators, and news organizations to expand public awareness through interviews and earned media opportunities.

As public support continues to grow, we will begin engaging directly with elected officials and candidates for federal office by presenting the campaign, sharing research, and encouraging them to publicly support these reforms. Every campaign activity during this stage is designed to increase public awareness, grow the movement, and build meaningful political support for publicly funded federal campaigns, congressional term limits, and a ban on congressional stock trading.

How You Can Get Involved

Supporters can help expand the campaign by continuing to share our content, attending public events, inviting others to join Dream Cloud, and participating in local campaign activities as they are announced. Every new member, signature, donation, and social media post helps increase the campaign's visibility and strengthens our ability to reach more communities across the country.

We also encourage candidates for public office, elected officials, community leaders, organizations, and public figures who support these reforms to create a Dream Cloud account, join the campaign, and share it with their supporters. By participating on the platform and helping introduce the campaign to their communities, they can play an important role in building a broader national movement for federal election reform.

Modern Federal Election Reform has 3 major goals

Campaign Goals

The primary goal of this campaign is to build a nationwide movement in support of federal election reform by bringing together Americans around three shared proposals: publicly funded federal campaigns, congressional term limits, and a ban on congressional stock trading. Through public education, community organizing, media outreach, and civic participation, we hope to encourage a thoughtful national conversation while demonstrating broad public support for these reforms.

As the movement grows, we aim to attract candidates for public office, elected officials, community leaders, and organizations that support these proposals. By encouraging public leaders to join the campaign and publicly endorse its goals, we hope to expand the conversation, increase public awareness, and build a growing coalition committed to modernizing the federal election system.

Our long-term objective is to establish this campaign as a nationally recognized movement that educates the public, encourages civic participation, and helps create the momentum needed for meaningful federal election reform. Every supporter, organizer, public official, and partner helps strengthen the movement and bring these ideas to a wider audience across the United States.

The Power of Dream Cloud

This campaign is also a demonstration of what Dream Cloud is designed to accomplish. Rather than functioning as a traditional petition website, Dream Cloud provides a platform where communities can organize around shared goals, recruit leadership teams, coordinate media campaigns, plan public events, and collaborate on long-term initiatives. Campaigns are able to grow beyond collecting signatures by bringing together supporters, organizers, creators, professionals, and public leaders in one place to work toward a common objective.

By combining community discussion, campaign management, fundraising, media outreach, event planning, and public participation on a single platform, Dream Cloud helps transform ideas into organized movements. As campaigns continue to grow, they can attract organizations, community leaders, elected officials, and candidates who support their goals, creating opportunities for collaboration while making it easier for the public to discover and engage with campaigns that reflect their priorities.

Building the Dream World

Federal Election Reform is only one example of what can be built through Dream Cloud. The platform is open to anyone with an idea, allowing individuals and organizations to launch their own campaigns, develop community projects, build nonprofit initiatives, create new businesses, and collaborate on solutions to important challenges. Every new campaign strengthens the platform by attracting new people, new ideas, and new opportunities for collaboration across many different fields.

Our long-term vision is to create a collaborative ecosystem where communities come together to solve problems, launch organizations, and build projects that improve society. Whether someone wants to organize a national movement, start a cooperative business, develop new technologies, expand educational opportunities, or strengthen their local community, Dream Cloud provides the tools to turn ideas into coordinated action. By making collaboration more accessible, we hope to encourage greater civic participation, promote democratic involvement, and empower people everywhere to help build the dream world.
